Bangladesh Telecommunication Regulatory Commission (BTRC) included some criteria in the draft guidelines for the contractor in the reviewed draft of the Mobile Number Portability (MNP) policy.
The draft already sent to the Posts and Telecommunications Division for final clearance after the review, BTRC Secretary M Sarwar Alam said. The included criteria will give the subscribers the facility to change mobile-phone operators without changing existing numbers. The pre-requisites aim to make the appointment process transparent, officials said.
After questions was raised over the auction of the licence for the MNP, State Minister for Posts and Telecommunications Tarana Halim then said new conditions for the bidders will be added to the draft.
An official of the BTRC’s Legal and Licensing Division said no criterion was specified in the initial draft to evaluate the eligibility of the bidders. After the review, the BTRC included nine criteria to evaluate the bidders, he said. The bidders will be evaluated on 100 marks, according to the draft.
The criteria include experience in conducting MNP work, and making technical and system designs; global footprint, technical capacity, financial analysis, rollout management, and risk management.
The evaluation committee will grade the bidders on the information provided in their applications. The BTRC will then publish a list of the eligible bidders, according to bdnews24.com. -Mithun
